About the Police Department:
The Hobart Police Department provides police protection through regular patrols and immediate response to emergencies together with the Brown County Sheriff's Department. The Hobart/Lawrence Police Department provides law enforcement 6 days a week from 7:00 a.m. to 3:00 a.m. Dispatching is handled by the Brown County Communication Center. In the event of an emergency, call 911 to be connected to a dispatcher. To speak to an officer for any other purpose, call the dispatchers at (920) 448-4200, option 5. The Hobart/Lawrence Police Department has 3 patrol officers and a police chief. The average experience is13 years.

Neighborhood Watch

Neighborhood Watch, in various forms has been around for many years. Today it is one of the most popular and successful of all efforts to prevent residential crimes. Perhaps one reason for the success of Neighborhood Watch is its simplicity. Although programs may vary, they are all predicated on the need for residents to protect their neighborhoods by observing and reporting suspicious or unusual activity.

One should never be lulled into believing that, "It will never happen to me." This attitude is the killer of Neighborhood Watch.

For a Neighborhood Watch to remain an active community program, residents must remain aware of what goes on outside. Knowing and looking out for your neighbor is a very important part of a successful program.

Communities with active programs have experienced substantial decreases in burglary, vandalism, and larceny. In addition, Neighborhood Watch creates a greater awareness of crime and serves as a warning to criminals.

Keep your Neighborhood Watch active. Respond to your neighbor's needs as you would have them respond to yours. Assisting the police in protecting you is your civic duty.

Let's give neighborhood crime a going away party!

Remember that Apathy is the enemy of Neighborhood Watch.

Vacation Home Checks

The Hobart/Lawrence Police/Municipal Court Department retains information concerning vacation dates for residents which result in homes being vacant for any period of time. People leaving on vacation must fill out a request for this service. All information is kept confidential.

Home Security Surveys

The Hobart Police/Municipal Court Department is pleased to welcome you to our community.

To make you aware of the need for home security, we would like you to know that there is a burglary every 11 seconds.

As a service to our community, one of our offiers will conduct a free home security survey of your residence, checking such things as locks, doors, windows, lighting, shrubbery, etc. The survey will take approximately 30 minutes and a report with suggestions for improvements will be submitted to you within 2 weeks.

National Night Out

In the fall of 2002, the Hobart Police/Municipal Court Department organized their first National Night Out Program.

National Night Out is designed to:
  1. Heighten crime and drug prevention awareness.
  2. Generate support for, and participation in, local anti-crime efforts.
  3. Strengthen neighborhood spirit and police-community partnerships.
  4. Send a message to criminals letting them know that neighborhoods are organized and fighting back.

Property Identification Program

Our department has an engraver available for your use. By marking your valuable personal property, you are making it easily identifiable. Easily identified property is hard for burglars to dispose of. It can be traced back to you. And, if the burglars are caught with it in their possession, it is solid evidence of possession of stolen goods.

This program has been proven to be very effective in developing a positive relationship between the police and the youth in our communities.

Officer Stephanie Markins
On July 22, 2002 at about 3:30 p.m. Officer Robert Etter, 56 and Officer Stephanie Markins, 32, had just started their duty shift for the Hobart/Lawrence Police Department. Robert, who had 30 years of experience with the DePere Police Department, came out of retirement to help start the new Hobart/Lawrence department in late winter of 2001. Bob was a very experienced and caring officer who just couldn't stay away from the job he really loved. This day he was acting as Field Training Officer for Officer Markins who had just been hired by the department. Stephanie had been in law enforcement for 3 years and only 2 months with HLPD. She was also very caring and eager to learn the ways of her new department.

At about 4:21 p.m., the officers were parked, facing south on Bay Ridge Court at Highway 54, in the Village of Hobart, going over paperwork, when a full size pick-up truck, heading west on Highway 54 veered to the left, accelerated, came back across the centerline and hit the squad broadside, killing both of our officers instantly.

Tyson N. Kreuscher, who was slightly injured, was found guilty on 2 counts of 1st-Degree Intentional Homicide. On June 6, 2003 he was sentenced to 2 consecutive 25 year prision terms for the death of Officers Etter & Markins. Photographs of the officers are to be permanently mounted in his prison cell. He will be eligible for parole on June 6, 2053.

The family of Bob Etter has established the "Officer Bob Program". The mission of this program is to promote social responsibility and non-violent behaviors in children and youth, as well as adults. The Hobart/Lawrence Municipal holds Initial Appearances on the first Thursday of every month. Pre-trials are scheduled on the third Wednesday of each month. Trials are scheduled as needed. The scheduling of each may change due to a holiday or unavailability of the Judge or Village Attorney. Court is held in the Hobart Village Office at 2990 S. Pine Tree Road, Oneida, WI.

If you have received a citation and are scheduled for a court appearance in our Municipal Court, you may have some questions. The court allows you the option of pleading No Contest, Not Guilty, or Guilty.
  • No Contest - means you are not contesting the charge and the Court must adjudge you guilty. If you are involved in the type of arrest where you may be sued civilly, the fact that you plead No Contest in this court may not be used against you in any other action or in any other court.
  • Guilty - means an admission against interest which can, and may be used against you civilly. It is very important that you understand the difference between pleading No Contest or Guilty.
  • Stipulation - On a non-mandatory appearance, there is the option to stipulate a No Contest plea without appearing in court. You may do this by paying your forfeiture prior to the court date on the issued citation.
  • No Contest By Court - The law allows a Municipal Court to enter a Guilty finding on all cases where you do not appear to contest a traffic citation or a municipal ordinance citation. The forfeiture would be due in full within 60 days.
  • Not Guilty - If the plea you enter in Not Guilty, a date for a pretrial is set up by the Judge. This plea is to be entered in person or in writing by you or your attorney. You may represent yourself. The Village Attorney will review all the facts presented by the Police Department and the information you present. A decision will then be made whether to dismiss, amend the charge or continue the charge as is. If an agreement cannot be reached between you/your attorney and the Village's Attorney, a date for a Trial will be set.

All juvenile matters that are non-traffic are closed hearings with the parent/guardian and the juvenile. It is mandatory that either a parent or a guardian appears with a juvenile in court, for any citation issued to that juvenile.

In any case in our court, failure to pay your forfeiture in a timely manner will result in a two year suspension of your driving privileges and/or a commitment to jail.
